Here are my thoughts:
Fultz should be going #1 no questions asked. Even if BOS wants someone else or to trade down/out whomever taking the #1 is going to pick Fultz. Ball really isn't a option here due to the Lakers drama, and with that said Ball is most likely going #2. Now I am not convinced the Lakers actually want Ball, but they are kinda locked into him now. If I were a team looking to add Ball, I'd be weary of all the drama surrounding him and the idea that after giving up assets he/daddy would whine his way off the team to the Lakers anyway. This puts the Lakers in a poor bargaining position IMO, they'd likely never get good enough trade value for the #2 pick. Anyone looking for guys mocked after Fultz/Ball would just trade with a #3+ team. Now if the Lakers pass on Ball this whole thing gets blown up.
Now here is where it gets interesting PHI,PHX,SAC are somewhat up in the air so lets leave that aside for the moment. Orlando is in a good position here, as they can leverage the idea the will draft a PG to replace Payton. It doesn't even matter if it is true or not, the Magic might be the last chance for a team to trade up to get a PG. For example NY needs a PG and depending on how things play out they may really want to swap places with ORL.
I also think #6 is a fine spot to make a huge gamble pick/trade. Pick Monk or DSJ, and trade down to a team who really wants them for some raw talent plus future picks. There is also the possibility of someone falling down to the Magic. Do they take Ball if available? There really is a lot of ways this can go in a positive direction for the team.
