Amnesty Clause in proposed CBA could favor Magic

Let’s hope the players agree to the new CBA and we get basketball soon. From what was released by the NBA yesterday the amnesty clause states:

14. Amnesty

Each team permitted to waive 1 player prior to any season of the CBA (only for contracts in place at the inception of the CBA) and have 100% of the player’s salary removed from team salary for Cap and Tax purposes.

I don’t know how to parse this. It could mean that a team can only waive one player TOTAL prior to any season of the CBA. It could also mean that, as in the Magic’s case, a team could amnesty one player prior to the 2011-2012 season (i.e. Arenas) and then another existing bad contract (Hedo) prior to the 2012-2013 season. Boy that would be sweet. We’d have good cap space to then try to build around D12 for the 2012-13 season. Anyone have any ideas on the meaning? The new CBA sure looks to try to build more league parity starting the 3rd year of the agreement. The amnesty clause as written could well be intended to allow teams to better reset bad contracts.
